1/2 teaspoon cream of tartar

1/4 teaspoon fine salt

One can sweetened condensed milk

One can evaporated milk

1 cup heavy cream

Frosting:

1 1/4 cup sugar

3 large egg whites, at room temperature

1 teaspoon pure vanilla extract

1/2 teaspoon cream of tartar

Pinch fine salt

3 tablespoons jarred dulce de leche or tinned caramel
